This means that the voices and opinions of disabled people should be included in emergency planning from the beginning because it helps create and foster inclusive and accessible disaster planning. We follow the Whole Community Approach, focusing on people with disabilities using the Access and Functional Needs framework and the CMIST model to ensure everyone’s safety.

In our approach to emergency preparedness, we prioritize equity by embracing intersectionality. We recognize people have diverse identities, and our work considers the intersections of all of a person’s identity. By adopting an intersectional lens, we aspire to ensure that emergency preparedness efforts are inclusive and considerate of each person. This commitment allows us to create equitable solutions that address all people’s varying needs and experiences.

Access and Functional Needs (AFN): This framework is crucial in emergency preparedness as it ensures the inclusion and safety of people. It truly allows us to meet people where they are at that time. The AFN framework reinforces there are resources EVERYONE needs to function during emergencies.

CMIST: CMIST is a memory tool for the purposes of emergency planning, preparedness, response, and recovery. CMIST is inherently strength-based, emphasizing Communication, Maintaining Health, Independence, Support Services and Safety, and Transportation. Being focused on these pillars, CMIST empowers disabled people to work towards a plan that is truly person-centered.
